The way I read this poem is as being about the life cycle, growing old, mortality, and the fragility of the family. I find it the most difficult to make sense of. I may come back later to re-interpret it.
Writing this I just read a few headlines. It was coming into a holiday weekend for NZ so there was an article about "holiday horror" with road death toll. Obviously wet, windy, cold was about bad weather coming up. Another about someone being dead, and then something about someone having a birthday every week.. I didn't read the article but I think it was they were very sick so they were celebrating every week they made it through.
So yes, things like mortality and fragility of family (and other networks) are involved, since those things are in the media.
